Actually there is, very simply require that all civilian guns are single shot manual reload, perhaps a five rounds magazine might be acceptable - the problem would go away over night!

But who among you has the strength to let go from your righteous gang and wade independently out into the middle to discuss -- intelligently and rationally -- options that might help keep massacres like this from happening again? My guess is that precious few of you can or will. So keep doing what you're all doing: Keep holding onto the side of the pool and talking tough and then we can together and do this again after the next mass killing. You're all cowards. Your opinion on gun control is as valued as it is useful. Liberalism has created these killers. You know it,I know it and anyone with the brains God gave geese know it. Liberalism created our entitlement society,is responsible for MILLIONS of murders of the unborn,is bent on reducing the USA to a pauper state and a myriad of other social ills.
