How many times during the recent debate over Social Security reform have you heard someone refer to Social Security’s “guaranteed benefit”? The AARP says “Social Security is the guaranteed part of your retirement plan.” Nancy Pelosi, the Democratic leader in the House, touts the system’s “guaranteed retirement benefit.” The liberal activist group ProtectYourCheck.org , headed by former Clinton chief of staff Harold Ickes, is running ads calling Social Security “a guarantee you earned.”

But Social Security benefits are not guaranteed.

They are not guaranteed legally because workers have no contractual or property rights to any benefits whatsoever. In two landmark cases, Flemming v. Nestor(1960) and Helvering v. Davis(1937), the U.S. Supreme Court ruled that Social Security taxes are not contributions or savings, but simply taxes, and that Social Security benefits are simply a government spending program, no different than, say, farm price supports. Congress and the president may change, reduce, or even eliminate benefits at any time.

As a result, retirees must depend on the good will of 535 politicians to determine how much they will receive in retirement. And what could be less guaranteed than a politician’s promise? In fact, Congress has voted to reduce Social Security benefits in the past. For example, in 1983, Congress raised the retirement age.

Exactly just like what the Liberal Democrats accomplished with their Social Security SCAM on the American People which the Liberals on the SCOTUS in 1960 ruled that Individual's have no Rights to Social Security either and since the Individual Mandate is considered a tax by the SCOTUS healthcare will be the same with no Rights to healthcare either.

Social security is just another tax. Any money you pay in social security taxes goes to pay current recipients.

Exactly, Social Security is a Pay as You Go System and it has been that way since the day it was created in 1935 which is why it is flawed to begin with.

As much as I agree with you, I see no way out of it at this point. Now that most companies no longer have defined pension plans, more & more Americans have come to rely on social security as their primary source of income in retirement.

How do you change the system without crashing it and our economy along with it?

That is the problem the US Economy is going to crash definitely which there is no denying that because the US Economy that was needed to fund Social Security 70 years ago had never truely existed and the only thing saving it was that people were dying before they were ever eligible for Social Security and now that people are living longer Social Security is really now unsustainable and the only way to save it is raise the eligibility age like it was in 1935 to the equivalent today and then Social Security would work like making the age now 85 instead of 65.

At the time when Social Security was enacted FDR knew then that the Social Security Act of 1935 was even unsustainable at 1% on the Employer and 1% on the Employee besides was never to exceed 1% on the Employer and 1% on the Employee but FDR knew in long term that the Social Security tax would have to be raised to sustain it which it was 4 times in 1940, 1943, 1946 and 1949 which even Politicians today know it too that to sustain Social Security the US Federal Government will have to raise the Social Security tax big time and nobody including employers wants their taxes raised or employees want to see their wages cut and Obama has already committed tying Social Security and Medicare to CPI which the US Federal Government has no choice but to reduce or eliminate all benefits and it has already been stated that benefits will be affected next year in Obama's Budget and 2014 is coming fast too.

They'll continue to tweak the program because there is no other realistic option. Raise the retirement age by a couple of years, means testing for the super wealthy, increasing the cap on wages subject to taxation, and slowing the COLA increases.

Other than that the program will continue as is for the foreseeable future because anything else will simply never pass Congress.

All the Federal Government has to do is raise the retirement age to 90 and then Social Security will work as it was intended just like back then and that was to take more in taxes than to pay out in benefits because I have look at the US Census Records and that is exactly what Social Security was doing too and all it was meant for was Feel Good Legislation which had nothing to do to benefit the people but only the Federal Governemnt which is why Social Security was formulated as a tax because there is no Property Rights to taxes and proves that FDR wasn't truthful to the American People with Social Security.

So you don't have a REALISTIC solution either?

Raising the retirement age to 90 will never pass.

I haven't completely crunched the numbers, but at first glance once the baby boom bubble dies off over the next 20 years the balance will be reestablished to the system.

I expect they just keep tweaking the system to get over this hump.
