nothing keeps him from going and living in mexico with his wife other than mexicos immigration laws which are many times stricter than the US's and actually enforced.

Based on the above info, I would NOT display two national flags on the same staff. If I had only one staff I would fly the USA flag here in the US, and of course the Mexican flag in Mexico.
Good to know that you would respect the American flag, and took the time to understand the proper protocol for displaying it and the flag of another country. Frankly, I am relieved.
