Get over your high horse Mr. OSHA Guy; I see no IDLH condition here. Yes they're using the ladders inappropriately and maybe the paint should be strapped to the bridge. There is no fall or drowning hazard, maybe at best a good laugh and bruised ego. This does not require the attention is received. I believe if a Job Hazard Analysis was performed prior to doing the project, there would have been little to no issues.
