OSHA 30 for Construction

Where is written that construction supervisors are required to have the OSHA 30 hour training.

Don, you will find that many companies, prime contractors, cities, state agencies etc. may require someone in a construction supervisors position to have a 30 hour course. That is not an OSHA or federal mandate, but often required at the prerogative of the agency, company etc that is putting the work out to hire. If they are doing the hiring for work under their control they have the right to state the requirements for the contractors they hire.
OSHA clearly states the 10 and 30 hour outreach programs are voluntary as far as OHSA is concerned, but they do not dictate how others may view or utilize the program. NYC for example has specific requirements for construction workers and outreach training is a part of that.
