OSHA Altitude Limit

At what altitude does OSHA stop being applicable. If there were a job to create a space hotel (Virgin Galactic) that was in geosyncronous low earth orbit, would a steel worker still be covered by OSHA at approximately 240 miles above the surface (approximately over new mexico).
