Greenpeace hanging between buildings

Why does greenpeace not have to follow OSHA laws and regulations when they use harnesses when dangling between buildings, Example would be when they were dangling between the 2 P&G buildings in Cinccinnatil OH. No paperwork showing that they are following safety protocal for the facility that they were working in. No inspections on their safety harnesses. No documentation about the anchor points and structural engineering study to prove it.No safety watch provided to protect passer bys from being injured if a mishap were to occur. No on site safety training. No OSHA approved training cards for personnel performing work. No OSHA approved cables. No OSHA approved safety lines. No OSHA approved safety harnesses. No proof of insurance provided to company that they were working at. No site safety training. They are just looking to get hurt or worse yet hurt an inoccent passer by with their outrageous stunts.
