Fire burning in Rocky Mountain National Park

This is so unusuall for a fire to start in the mountains! I know it has been dry up there, but still there hasn't been any rain or any thunder or lighting in the last week. How was this started?

Has the Park' Service policy of "let it burn" been changed?
