City leaders wrestle with funding for storm shelter project
It's the question Ocean Springs city officials are wrestling with in regard to a proposed $3.4 million storm shelter, planned for the current Gay Lemon Park property.

So if the city expects to get reimbursed $278K, that's more than enough to set aside $152K required for the city's match to complete the project -- so what is it the aldermen don't understand about that? You mean they'd rather give up the $3.1 million grant and forfeit the $278K they already spent by canceling the opportunity to get a city gym?

I don't believe any of the board members are against the project. The concern seems to be the amount spent on architects (over $550,000) combined with a financial condition that has the city at the edge of insolvency. Reading a poorly written story by a reporter that was a former member of the parks board, doesn't give you the real picture. There is no funding in the budget and the 2% food and beverage tax has a bond payment that is pledged to support debt service. There hasn't been any business plan established and the architect fees haven't been reimbused at all. The city will also have to float the construction costs. The city clerk has the real numbers if you care to learn the financial facts of this matter. I for one am glad some of the board is at least cautious and willing to take time to make sure the mayor hasn't pulled the wool over their eyes.

Yo know I actually strongly agree with you on watching your monetary ass so to speak but I think the city should risk this, its worth it given its less than 200k. In theory @ least. The city really truly shouldn't have dumped bonds to pay for the "public safety center" that wasn't needed & was just a reason to get the cops to be able to pull over Ingalls "yardbirds" going to & coming home from work or people like me who come into town to shop in Walmart. They like being able to stop & harass you & give you tickets.
That & that huge un-needed overly expensive high school the district dumped bonds also to pay for. I think the Aldermen & the mayor both severally underestimated the compounding costs of the bonds to pay for the expansion of all these projects & for the "Cadillac" police station they didn't need & "Lexus" new high school they didn't need either that's way out in the middle of nowhere.
The problem is that now that they have their 'goodies'-- they had to get rid of the planning dept & gut other depts to the bone & give across-the-board pay freezes or hour cuts to pay for the ability to shake people down for ticket revenue.
All that aside sir you are dead right about the bond that is levied on to the tax & a lot of revenue people assume is there -- really won't be.
But this one thing is almost all paid for & in this one case I do think its worth taking the plunge. Perhaps the mayor & the aldermen will take a slight pay cut stretched out over several yrs to pay for the project. Good luck @ that though.

Not only the fact that Waste Pro has done the best job the city has ever seen and the fact that it offered to continue that great service for the lowest offered price PLUS by February the refund offer would be around $140,000 why would 4 aldermen dismiss this no brainer unless they were up to no good . Let's do the shelter !

I can't speculate on the other aldermen but I know Mr. Cox & to him its a simple cost & benefit analysis. To him -- its about getting the lowest possible price, as he said.
Now who has the lowest price? I have no idea -- expect this to continue to get worse...

If that is the only criteria being used by Mr. Cox then I would find it to be shortsighted. Manyother factors should be considered as well. If you needed a car and all you were concerned with was the cheapest price then anything with four tires and a steering wheel would do I guess. My wife and I usually are on the porch drinking coffee when the crew comes by to get our garbage and these are the friendliest guys! I lost my leg to diabetes and my wife has had multiple back surgeries. Last year the driver was saying hello and I was going to ask him about help getting our two metal cans to the street but he couldn't hear me well so he got out and after I explained my situation he began the next week sending one of the workers up to my garage to get my cans. All we fo is put our garbage out the night before and they have always walked up to the house, emptied then brought them back again and it has been such a blessing. I want these guys to continue servicing us. If a new company came in and was a dime or a quarter or some insignificant amount cheaper then to me and my family it will be a shame to lose the great service we have been receiving all these years. I truly hope that as long as the prices are close to each other that we can keep what we have. Garbage collection is already very cheap here in OS.

Soooooooo, do I have this right that Waste Pro has offered to continue that great service plus by February, offer to sweeten the pot by refunding around $140,000 to OS? I suggest that if this is the deal, that Waste Pro needs to take a hike. This is not buying a car and the salesman playing the game of lowering the price until you get to a point of it being less than others that bid independently. This stinks and should not be allowed. They should have made the first bid their best bid. No second chances!!!!!!!!!! Don't let the Mayor sell our soul to the devil!
