"Okay, your not going to see an agenda item or City Council resolution authorizing excess of budget payments because that's not the way it works"
The way the Montebello Municipal Code (MMC) reads is that any overbudget expenses must be approved by the Council
The previous administrations did not bring over budget expenses to the councils attention and instead set up shell games to illegally move cash around to cover unauthorized expenses.
One shell was the "capital improvement fund" which ws used to hide public safety over budget expenses- most of which were overtime.
NO one is quibbeling with budgeted/ authorized overtime which is used to fund unfilled positions and schedulled overtime.
The Public Safety brass were well aware of the shell game and just kept spending knowing the City would have to cover hours worked.
Brass did not bring the scam to the attention of either the public or the council.
They violated their oaths to support the MMC.
They need to go.
Keep telling yourself that! Maybe someone out in the crowd will listen to you.

You do not like the MMC
ask that it be changed
till then it is what it is
Others have a problem with Narramore hireing Rulon
MMC says he has the authority to hire Department Heads,
Don't like it - change the code
Bring it must realize that at least two Chiefs were fired over this issue, one was on a one year interim contract.
New Chief needs to realize that his Brass can screw him over the same way.
But right now they are playing nice.
IF Rulon had remained chief he and Narramore would have waved bye bye to them and we would not have a PD Captains lawsuit either.
