FEMA Offer to good to be true

Went to FEMA office to fill out application for my car damaged by Sandy(2002 Mitsubishi Galant with a value of $3k).
1. I was told that it's my responsibility to have licensed mechanic examine the car and then I would have to present FEMA with the proof that car is a total loss. FEMA agent won't be making it out there just for a flooded car. True?
2. I said that if I have to pay a mechanic it may not even be worth trying to be reimbursed for such an old vehicle. To that I got a reply that FEMA automatically pays 10K regardless of the make or model as they have to be fair to everyone. Anyone can comment if her statement makes sense. Sure doesn't to me.
