Big money fuel companies will probably take this to the Supreme Court. Wonder how it will do there?
One more reason that the FEDERAL level is needed to implement any real GHG reductions. And the INTERNATIONAL level has got to be included.
The issue is almost too big for a state. Even California (which is as big economically as many countries)
