Court orders FDA action on antibiotic use on farms
A federal court judge has ordered the Food and Drug Administration to take action on its own 35-year-old rule that would stop farmers from mixing widely-used antibiotics into animal feed, a practice which has led to a surge in dangerous, drug-resistant bacteria.

The FDA has always acted as a reactionary organization. It's as though policy making is a popularity contest, where the FDA has to balance the wants and needs of the public versus the profits of big pharma. Instead of doing whats right they suit the needs of big pharma until, inevitably, there's a problem. Then change happens. For those saying the FDA doesn't have proper funding they were given increased funding with the 2011 Food Safety and Modernization Act, which does not include this particular issue: http://1.usa.gov/yIXwN1
