The FDA has always acted as a reactionary organization. It's as though policy making is a popularity contest, where the FDA has to balance the wants and needs of the public versus the profits of big pharma. Instead of doing whats right they suit the needs of big pharma until, inevitably, there's a problem. Then change happens.
