York city doesn't have as much of a problem with this, our local scrap yards buy these "ewaste" items, the free market really does work sometimes.

It's sad that more states aren't pushing for landfill bans on ewaste. A problem with the scrap yards is that few, if any, try to repurpose electronics. They're immediately scrapped. Also, these free market scrap yards rarely have the guidelines in place to ensure data security. You're much better off dealing with a certified electronics recycler in your area.
