There are plenty of people on this C-max Energi forum that are reporting better than EPA fuel economy numbers:
Some people have found using the 'pulse and coast' technique they could drastically improve their fuel economy numbers...
I think the original test by Consumer Reports was just done poorly. The driving method used was not hybrid specific, but the same as they use for gasoline powered vehicles.

I have 1800 miles on my Ford Cmax Hybird. I am very pleased with the performance and MPG,
I live in north east Pa. with plenty of hills and slopes. I am presently averaging 47.8 mph well above the overall average combined of 43.
