Obama Legacy and the ST. Lawrence River Great Lakes

President Obama’s legacy should include the half measures to address
Asian carp and ballast water that will destroy the Great Lakes and St.
Lawrence River. This administration realizes the salt water flush is
inadequate, but yet despite virus such as vhsv (fish Ebola) believed to
have mutated from salt water to fresh and believed moved to the Great
Lakes by ships ballast water all that this administration has done has
been to institute a weak inadequate military plan called the “final
rule” that benefits a mostly foreign shipping industry that dose not pay
American tax while delivering foreign made products. Their “final plan”
is without a plan to encourage further development of technology as
shipping traffic increases .The Coast Guard has already eliminated a
time to readdress the issue. The idea of state rights for protection,
will not work any better than the 2008 joke by politicians in NY and
California thwarting national legislation under the guise of state
rights to effectively clear the way for this commander and chief’s weak
military plan that will become the benchmark for foreign ships using
American waters. Those who believe state rights will work any better
than the Federal government plan will be trying to create economic
disadvantage for their state and the economic competition for ports will
win out. Even if strong state laws were created by individual states
invasive s do not understand state lines. NY made their decision on state rights, determining that there is no frackin way they will regulate foreign ships carrying foreign manufactured goods as they destroy America's natural resources, while at the same time contemplating whether New Yorkers will be able to develop their natural resources for energy.
America should lead the world with a strong ballast standard, causing a ripple effect, saving countless lives
around the world, from bacteria and virus such as cholera. This while
making America more cost competitive in manufacturing and protecting the
waters of our country that many consider to be national treasures.
The unfortunate thing is that many environmentalist claiming to support healthy lakes that would not
support strong legislation in 2008 thinking they could garner something
better for “change” because of political party, try to save face for their
foolishness by supporting and praising this President as one trying to restore the same lakes that the administrations military "final" standard will continue to destroy. Unfortunately it appears to be the “final standard" will create
a legacy for invasive s that will last forever.
