Where Malampaya funds went under Arroyo, Aquino

Sep 20, 2013 | Posted by: roboblogger | Full story: ABS-CBN News

A forthcoming Commission on Audit report on the alleged misuse of government revenues from the operation of the Malampaya gas field off Palawan will focus only on disbursements during the term of former President Gloria Macapagal-Arroyo and not during President Aquino's term, a lawmaker said Friday.

True, and a portion of it may have been taken by Super Woman Janet who was already around while Gloria was the Queen of Thieves at the time. Blaming P'Noy is foolish,... he still has quite a few of GMA cronies in the present government of Aquino. His eyes are open ! Perhaps soon, we will already have a larger Bilibid to house many of the crooks since Arroyo's time to now and some of the bad eggs that our government are afraid to touch,...ha ha ha It is strange why till now, no one has connected Gloria to all this mess and the SCAM ? Very Strange indeed !She has so much money that she has enough to buy the whole Philippines outright.

It is really very difficult to understand how the so called "elite" among our Politicians are actually so brazen and lacking of candor and statemanship and delicadesa. We have been fools all along to think that this people will indulge in high stake robbery, a crime that in other countries are sent to the gallows, executed or given life imprisonment. It is unbelievable that this ever occured here in our country consisting of mostly Christians. Bahhhhhh! Yet they call themselves Lawmakers ?

Saw on TV tonight Estrada being interpellated at the Senate Inquiry. Made me laugh when he starts blaming others who got Pork also like him and then starts questioning why COA shows only the three of them, and Enrile and Revilla ) Citing Corona,s case about aomebody getting fifty million to crucify Corona for Impeachment. Whether true or not does not matter, but as usual it is always money that wins in any game. If he feels that all are lying about him and his pals, let him. Every body can be bought., they should know that too. But yes", they are crooks,...most of them.

Dear Mr. President ",,precious time is being lost in the Investigation. Only the Lawyers stand to profit from it unless you decide to take a hand in this very serious situation where practically all the members of Congress and the Senate have been accused of STEALING PORK BARREL and use it for their own purpose blatantly and arrogantly. They are guilty and no doubt about it. Sen. Estrada already accepted it along with others who he pointed to, in the investigation. Why just him and Enrile and Revilla? The answer is perhaps because they are the leading spenders of the Pork ! The rest of them will be charged later.

Let us stop accusing and charging more officials each day who are dishonest and guilty of crimes" like most human beings, they are in position to grab at any opportunity to get rich quick and build their mansions. Most of us would do the same given the opportunity. Lets all stop being Hypocrites",we are no saints either They truth is that they are not in power anymore,..their provider is in detention and a new President has his own circle of supporters and financiers. That;s life,...you know."... Here today,...gone tomorrow. That is the unforgotten words of Sen Avelino once back then...WHAT ARE WE IN POWER FOR ?

Pres. Aquino was so fast in criticizing and filing cases against ex Pres. Arroyo, yet, he is as guilty as she is.

"Recto: Aquino may face raps after term ends
Palace told: Account for Malampaya Fund’s billions

President Aquino faces possible criminal charges at the end of his term unless Malacañang accounts for billions of pesos in the government’s share of revenues from the operation of oil and gas wells in Malampaya off Palawan province, Sen. Ralph Recto said on Monday.

Citing his study of Department of Budget and Management (DBM) documents, Recto said the government had collected some P170 billion in revenues from the Malampaya project since 2002.

The Arroyo administration has disbursed P25 billion, and the Aquino administration, P15 billion, leaving a balance of P130 billion in the Malampaya Fund, Recto said.

“If you ask the DBM about the P130 billion that we have collected in cash, it’s gone,” Recto told reporters after chairing the finance subcommittee hearing on the 2014 budget of the Department of Science and Technology.“I’m not blaming the Aquino administration here. I’m just saying,‘Let’s put our house in order.’”

Recto said it was about time the DBM explained how the Malampaya Fund was disbursed and how much of it remained from years of collection.

The Disbursement Acceleration Program (DAP), a lump-sum fund that critics say is unconstitutional and another form of pork barrel that Malacañang controls, is here to stay if President Aquino had his way.

The President on Monday rejected calls to scrap the DAP that allows the Department of Budget and Management (DBM) to pool government savings and use them for other purposes.

“It’s not that we forced any savings on anybody,” Aquino told reporters on the sidelines of the Asia-Pacific Economic Cooperation forum in Bali, Indonesia.

But retired Chief Justice Reynato Puno, apparently buoyed by the

antipork rallies, said Filipinos were empowered to scrap the pork barrel through a people’s initiative.

“It is time for the One Million People March Movement to convene a People’s Congress to enact a law through initiative that will abolish the Priority Development Assistance Fund (PDAF), stop the DAP and check abuses of Congress in the exercise of its power over the purse,” Puno said in a statement.

Church bells across the country will ring on Friday in a show of solidarity with people calling for the abolition of the pork barrel system.

The Church People’s Alliance against Pork Barrel on Tuesday encouraged all parishes nationwide to join the tolling of bells for three minutes on Oct. 11 at 1 p.m.“to signal our deep attachment to the cries and struggles of the poor for justice, peace and society.”

The newly formed group is a coalition of bishops, priests, nuns and lay leaders from various denominations.

SC Justice Carpio is amazed so much funds flowing into PDAF.

Pres. Aquino said it was abolished, but Solicitor General Francis Jardeleza said it was suspended.

Arguments are now on going in the SC and results will be released in November....

definitely, this PDAF should be abolished, thanks to people power of the Filipinos! Mabuhay!

The news today is as boring as yesterday. More and more about graft and corruption from all quarters of our Government. It is so graft ridden that nobody is interested to read about it. We all know now how one can say everyone in there is just interested in stealing money of the poor and the poor is helpless to do anything about it. Perhaps all these storms, rain and floods are just God's way of punishing all of us for our unfeeling attitude concerning the plight of the needy. So be it ! Stealing from the poor is the lowest sin that man can do. He deserves much more than just bad weather. Amen

If the President has the guts to have all the stolen money in banks be forfieted, he shall be able to feed all those who are hungry, homeless and starving for years to come. Why it is not being done, is the big question. Does it imply that all Thieves may keep their ill gotten wealth and not be arrested and jailed ? Or are they afraid that a "chain reaction" may develope and even those in power now may also have to answer for it ? No arrests so far ! Who is fooling who ? Who is responsible for delaying justice for the people ? Who is the public servant/ Why does he not answer his BOSSES , the People of the Philippines ?

Had they actually used the money to fund projects however then again it would be of inferior quality done in thoughtless haste just to make quick killing of the government money. No follow through inspections of finished project and no auditing of money spent. No pride of job well done.

I saw it in the news the breakdown of DAP abd the projects it is the PDAF which is questionable because where are the projects?

I believe that DAP is illegal because it is not in the constitution which could be an issue and the grounds for impeachment of Pnoy. PDAF is legal but it just went to the fake NGOs.

Good to know !Mr Nuke, but who are you ? T think I remember you from Makati, right? We can count with our fingers the few who are not corrupt in the Government. What a shame ! They only think of Money every minute of the day but someday they will spend all that in a Hospital when trials come their way.
