Building thorium based nuclear reactors would be better.
However, a safety system that allows uranium based nuclear reactors to shut down on their own is gladly welcomed.
The other problem is that greedy companies don't want to dismantle 40 plus year old reactors or spend money to build newer and safer ones. They rather keep running old dangerous reactors until meltdown or an accident which forces them to shut it down.

Thorium is still very much experimental.
Post-TMI reactor designs (and upgrades) fared quite nicely, even when confronted with 7th largest earthquake in recorded history and ensuing 40 foot tsunami.
