NASA gets two large telescopes from Department of Defense

NASA announced today that it has acquired two Hubble-like space telescopes from the National Reconnaissance Office , the U.S. agency which builds and launches intelligence satellites.

why is it that the Department of Defense has 2 ,must be billion dollar telescopes, to begin with what are they looking at out there?
