Pentagon reportedly considering closing U.S. commissaries

What about commissaries abroad? The money that would have been spent to US employees would then be spent to foreign shops and grocery stores. It's also a security risk (HOLY SHIT, A LIBERAL IS TALKING ABOUT NATIONAL SECURITY) to have on-duty servicemen and women go off-base to shop at a foreign store.
