This was an antigun scheme to prove to red State democrats they would NOT risk re-election if they vote for an assault rifle ban in the Congress and in State Legislatures.
The winner - Kelley - was most likely to win anyway. Her competition were all antigun, except one candidate (Halvorson was pro gun but she was not the favorite, nor did she have any lead in the polls).
Jesse Jackson Jr's district was antigun anyway; Jesse was antigun. The real issue in the election (primary) was which antigun democrat would win.
Chicago democrats also wanted to make a case to ban PAC's (Bloomberg and NRA types). But Bloomberg's ad money was not to help Kelley win, it was to help outlaw PAC's (or outside influence) and to encourage red state democrats to vote against guns.
