Federal law doesn’t allow the sale of a firearm to anyone under 21, however, that doesn’t prohibit a young man from firearm ownership. Regardless, your logic on making a firearm illegal doesn’t fly does it? The 15 year old acquired and used the gun regardless of what law is in place.
Laws ONLY affect the law abiding citizen, NOT the bad guy.
So, when was the last time you reached out to a troubled teen?

Many boys used to carry their rifles to school as early as 60 years ago.

A boy can carry a rifle his parents being responsible for his actions.
