A windfall tax will have only the opposite intended effect:

Oil companies will have less and be less likely to invest in growth (exploration, technology, etc).

This will keep supply restricted.

Demand? Ain't going down (Do YOU want to tell China and India they can't have any?)

So....same supply, increasing demand.....HIGHER prices.

It's simple economics. Don't be a sheep.

We can also look at history to tell us what can happen with windfall profits tax.

Since bush is taxing us to pay for a war with Iraq and Afghanistan to allow the oil companies to steal oil, the oil companies should pay at least some portion of the costs of the war since they get all the benefit. Why shouldn't they pay at least some portion of what they are costing the taxpayers? How about ending the subsidies? How about ending the loopholes that let them get by with so little tax? They should pay their own way from now on.

Yup and then we will charge them an import tax on all foreign product and crude, and nationalize all their interests in the US. We will make all exports illegal. Problems solved. Simple isn't it.

The oil companies are NOT our enemy. This oil price explosion has to do with new demand from China and India, we have no control over that. Where we are to blame is America has an excess of environmental, tree huggers that stop new domestic drilling. We can't drill in Anwar Alaska because of Caribou mating habits. We can't do new drilling off the coast of California or Florida because they may spill some. Geez, let's tell our congressmen to ignore the environmental idiots, we need the oil.

4. TAKE AWAY BY DEFAULT AL GORES LIAR PIECE TROPHY PRIZE
5. BUILD 50 NEW REFINERIES
6. TAP INTO ALASKA AND THE MID WEST AND OFF SHORE 1 BILLION TRILLION GALLONS OF OIL.

All of this will create millions of Americans jobs directly not including indirect jobs associated with it all.

Are they going to tax CITGO? That belongs to Hugo. I see the oil companies moving off shore and becoming the middle men in the oil business. They probably want to get out of this country anyway because their facilities are going down hill just like the steel mills went. We have to import steel that we use to make and even export some to other countries. Pretty soon this country will be bankrupt and we will be reling on France to defend us. On Jan 20,2009 we will be the United Staes of the Socialist Republic, with Comrade Obama at the head.
