What a brilliant idea. Realists know that people will be driving anyway so it is better to test their driving skills and require they purchase insurance.

People who live in a bubble somehow think that it is better to legally bar them from buying insurance and having a drivers license. The advantage to this of course is that they can now complain that they drive without licenses.

It's the best of both worlds. It's similar to when they try to block people from going to college and then complain that they are uneducated.

It's similar to people who try to block any attempt at stopping illegal immigration, but then complain when benefits aren't given to them.

Nobody has ever "blocked any attempt at stopping illegal immigration", but why is it that you defend the status quo?

Most people are unhappy with the way things are, but for some reason there is a large block of mouth breathers that will do anything they can to block reform. You either like the way things are now or you try to change it. You clearly fall into the first group.
