There isn't really a problem with Americans, per se, adopting children. The problem is when oversight agencies allow adoption by ignorant fundamentalists. These are mostly found in the "bible belt" states. Their ideologies result in a mental rigidity and inflexibility, and renders them unable to adapt their expectations to the realities of children with difficult backgrounds or special needs. They will tend to condemn and punish rather than love a child out their problems in a construct and supportive manner. Such incompetence is really a form of abuse.

I feel sorry for the child who was returned to Russia a couple of years ago. A different family would have been able to handle his adjustment issues. So much time wasted during a period when a child's self-concept is forming. It's good that he got away from that crazy, self-centered woman. She should never have been passed for adoption.

No person(s) should be allowed to adopt foreign children without demonstrating at least moderate ability with the language and culture of the child, especially the older children.

I'm certain that it does, but there doesn't seem to be the will to do so.
