of Civility!!! How about separating (like Parks
Social Security and other areas that are already self-supporting ) from the General Budget and stop
using these profits to borrow against or skim
off the profits. Hoooow about changing the rule
which says that if you don't use the money before
the end of the year you lose it the following year
and instead let them keep the profits to expand
their services and create jobs in their field of
operations.....this would make them immune from
any sequester.
