If everyone were to move from the area as you suggest, then who cares about the environment there? There's no one there to appreciate it!

You know that coal will be continued to be mined....you know it will have an impact on the environment somewhere....you just vote for it to be somewhere out of site and out of mind, being oblivious to the fact that you are destroying the very culture of an entire region of Kentucky and giving those good paying jobs to other states/countries! We can live without coal. It won't shut down the US. Natural Gas is quickly surpassing Coal for energy anyway. While not the answer, It is cleaner and a good intermediate solution.
The same cant be said of oil...yet. We can't simply stop production.
But we will get there.
