If that happens, champagne bottles will be popping at Hillary Clinton’s campaign headquarters, as the election would already be sewn up.

"If the legislature approves Governor Jerry Brown's 2013-14 budget proposal, California should have enough money next year to increase funding for education and pay down debt, while setting aside $1 billion in a reserve fund.

"For the next four years, we're talking about a balanced budget. We're talking about living within our means," Brown said last month when he unveiled his budget. "This is new. This is a breakthrough."

What prompted the turnaround?

Three things: Major spending cuts over the last few years, big tax increases approved by voters in November and general improvement in the economy.

When Brown took office in 2011, the state faced a $26.6 billion budget gap. To close it, the state slashed spending for schools, the correctional system, health and human services and higher education.

California's general fund spending dropped to $93 billion this fiscal year, down from a peak of $103 billion in 2007-08. The state workforce contracted by more than 30,000 positions. Spending on schools plummeted to $47.3 billion last year, down from $56.6 billion four years earlier. The state limited the time adults could receive welfare cash assistance to as little as 24 months, down from 60 months.

The new budget for next year increases spending in certain areas, particularly education. The general fund is projected to grow by 5%, to $97.7 billion.

"It's been a long time since California has had a budget that didn't consider significant cuts in health, social services and other programs," said Jason Sisney, director of state finance for the Legislative Analyst's Office. "We have a relative degree of stability for the first time in half a decade."

Another major contributor is the state's new revenue stream.

California is on track to take in $95.4 billion this year, including nearly $6 billion from the passage of major, temporary tax increases in November."

Senate Report Finds Benghazi Attack Was Preventable

WASHINGTON — A stinging report by the Senate Intelligence Committee released Wednesday concluded that the attack 16 months ago that killed four Americans in Benghazi, Libya, could have been prevented, and blames both American diplomats and the C.I.A. for poor communication and lax security during the weeks leading up to the deadly episode.
And that is in fact a fair reading of the report:

The Majority believes that the terrorist attacks against U.S. personnel at the Temporary Mission Facility and the Annex in Benghazi, Libya, on September 11 and 12, 2012, were likely preventable based on the known security shortfalls at the U.S. Mission and the significant strategic (although not tactical) warnings from the Intelligence Community (IC) about the deteriorating security situation in Libya.

So even Democrats say Benghazi could have been prevented. That's huge news, right? Well ... let's take a look at the State Department's own report on its independent Benghazi review, which was released in December 2012 while Hillary Clinton was still Secretary of State:

Systemic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department (the “Department”) resulted in a Special Mission security posture that was inadequate for Benghazi and grossly inadequate to deal with the attack that took place.

So the new report says "likely preventable" while the earlier one said "grossly inadequate." Other than the fact that "preventable" makes for better copy, on the substance, there's isn't a lot of difference there. Today's report means there's another round of headlines, but it doesn't actually mean we've learned anything that wasn't obvious from day one.

The political dispute about Benghazi isn't about whether adequate security measures were in place—nobody is arguing that they were. Instead, the thing that has got conservatives so fired up is that they believe that the administration is involved in a coverup of some sort or another. Some of them believe that the administration willfully distorted what it said about the attack to downplay the terrorist threat; others say that during the attack, the administration refused to authorize military support that could have saved lives; others believe that the administration was trying to cover up using Benghazi as a staging ground to orchestrate support for the rebels in Syria; and some of them even believe Benghazi is in Cuba.

There are as many Benghazi theories as there are conservatives promoting them, but they all have at least one thing in common: Nothing in this report made any of them more credible.

A woman who claims to have been a classmate delivered some bizarre claims about President Barack Obama in an interview.
As Right Wing Watch first reported, Mia Marie Pope told right-wing preacher James David Manning that she believes that Obama was not only active within the gay community, but also a heavy cocaine user during his years in Hawaii.
"He always portrayed himself as a foreign student," Pope said. "Girls were never anything that he ever was interested in ... He would get with these older white gay men, and this is how we just pretty much had the impression that that's how he was procuring his cocaine."
She then notes, "In other words, he was having sex with these older white guys and that's how he was getting this cocaine to be able to freebase."
Pope, of course, isn't the first conservative voice to make such claims about the president's personal life. In May, "Coach" Dave Daubenmire implied Obama was "openly gay" or "better yet, openly bisexual" in a News With Views broadcast, nothing that the president's "face seems to really light up when he begins to talk about the gay agenda."
