Okay, prove it? Itemize the national budget for the last ten years for us? If you can.
Oh, I agree with you for unfunded social programs as the are EXTRA- Constitutional. There is no FEDERAL primary schools inside the U.S.(except for DoD schools). There are no FEDERAL colleges or universities (except for the military academies). Since there are no Federal schools, why do we have a Federal Department of Education?

Answer: Transient aliens have to obey the law. That is what "subject to the jurisdiction" means. They are not citizens, so they do not have the rights or duties of citizens. But both transient aliens and citizens are subject to the jurisdiction since they must obey the law.

US$32 billion (2009)
US$56 billion (est. 2010)

While the budget for DoD has just kept up with inflation.
