A Republican administration controlled the Justice Dept. when Stevens was prosecuted, and Stevens is Republican, so who was "they"?

Mark Foley was not prosecuted, but embarrassed himself with his own activities during a Republican controlled House of Representatives. So, who was "they"?

Tom Delay was forced to step down by his own colleagues in a Republican led House. So, who is "they?
