It should be easy to terll whether individuals recieving State benefits are using drugs. The county arresting the drug criminals need only ask whether the arrestee is presently working and where. And the welfare dtabase can be checked against the drug arrest records. If there are people collecting benefits and have been arrested for drugs then there is a problem and a full scale testing can be implemented.
But then again before I start my job, I work in the trades, I have to have a drug test. Because welfare recipients don't like to take tax dollars from drug users! They have feelings you know!

why don't they click their ruby slippers together three times and have these people prove citizenship in order to get citizens benefits ? Makes more sense than drug testing to catch a few, when so many illegals suck the money away from the citizens that need the help.
