Don't look now, but we have another new law on the books. This one has the soothing acronym "The Calm Act." That's short for the Commercial Advertisement Loudness Mitigation Act .

Hah ! obviously this lady has not figured out that the FCC enforces RULES like the CALM act via written complaint. Calling the FCC without knowing what you want is like calling American Express and askingfor the call to be routed back to USA. Try the form on the website fcc.gov that pops up when you push the button File a Complaint

There must be some kind of restriction to the tv commercials. As the unstopability might cause the disputes too.
