FEMA is one of the most dis-organized, wastefull agencies in this country. If my own community was undergoing the cleanup from any type of disaster, FEMA is the last agency I would look to for support and assistance.
In my opinion, the U.S. Army Corps of Engineers is more suited to overseeing any and all structural damage, coordinating infrastructure, demolitions, staging of wastes and temporary housing. The only thing that FEMA should be permitted to accomplish is assisting people with food, drink and first aid.
The Corps of Engineers is headed by a military leader and even though the bulk of the organization is civilian employees, they are primarily professionals (engineers, geologists, soil scientists, ecologists, biologists, etc) rather than people FEMA hire off the streets that have no business overseeing ANYTHING. The Corps operates in military organizational style with a quick response and high regard for professionalism and safety and seem to always be focused on the job. FEMA SHOULD NEVER BE LEFT TO 'MANAGE' THE CORPS OR OTHER ORGANIZATIONS DURING A DISASTER THAT ARE FAR, ABOVE AND BEYOND FEMA'S CAPABILITY.
