The airline industry has lost $$$ Billions of dollars in the last decade and now we take away an income source from them? The cost of doing business may include an additional fee. Have you ever looked at your final receipt from renting a car at an airport?

Let the market determine what they will pay and not pay for. Government should not be setting prices for any product or service nor telling private industry what they charge for or must not accept compensation for.
Pretty soon the government will say airlines cannot charge for preferred seating, airport lounge access or meals.

The reason the airline industry is as it is today (scrapping all services in pursuit of the lowest bidder) is because industry pricing was deregulated in the US. Before that, flying was a much more pleasant (and much more expensive) experience because the feds set the fares between city pairs.
I'm not sure the current situation is any better than it used to be.
