Two word. Migrant Workers. It's seasonal work. They come. They work. They go home. The farmer takes over the responsibility of housing them. Not the Government Period. It does not require any "worker" to live here on a permanent basis. It's what this Country used in the past and there is no reason to believe that any changes to that particular "status quo" should change to excuse illegal invaders from any responsibility for their actions.
