Is that evil? Or is the evil the babies being born and costing the taxpayers through the wazoo. This is many areas not just ghettos. There is an answer. When Palin quit her Governor job, she became her own liability at any other elected position. She had some good ideas. I do believe she got thrown under the Bus by the McCain campaign. She can raise money, but should do so for folks who are dedicated enough to finish a term.
