The price of shoes may go down a little but the profit margin for shoe sellers would explode.

Another instance of lobbyist initiated legislation. I have one pair of dress shoes and I purchase a pair of sneakers every 24 months. A tax reduction, if it reaches the shelves in a store, will not pursuade me to buy more footwear.
The few remaining American footwear makers need these taxes to help them survive.
Also - what will replace the lost tax revenue?
