There were eight Republican votes against the earmark ban: Bennett of Utah, Cochran, Collins, Inhofe, Lugar, Murkowski, Shelby, and Voinovich.

Seems to me that some legislator's pet project is to see that some other legislator's pet project does not get passed....all previous pet project funding excepted. Just follow the money trail.
