Lets clear up a little confusion. I am not going to look at the numbers, however when you talk of deficits and surpluses-those are yearly numbers. The debt or national debt is an accumulation of deficits for all the years past. So today we are running 400 billion dollars in deficits (yearly) with over 9 trillion dollars debt. When Bush came into office the debt was below 6 trillion and Clinton in his last year left a surplus.

Well, I checked anyway. Clinton had a surplus of 123 billion in 1999 and also paid down 140 billion in long term national debt. Now that was a heck of an achievement. Considering the total difference in deficits today as opposed to Clintons surplus, you are looking at some 523 billion difference.(if you take the 123 billion surplus and the 400 billion deficits of today)

There was a surplus if you are talking of the deficit. The national debt is a different story, in which that has been accumulating for decades. So in truth Clinton had a surplus.

If the national DEBT increases, which it did under Clinton, there can be no surplus. How hard is that to understand ??

Yes the debt increased under the first 6 years of Clinton, but he had a surplus in his last couple of years.
