No, they didn't. In 1870 they had the ninth decennial census, and at that time which was during the huge influx of European immigrants into the U.S., not only were there NO marriage licenses required in the U.S., we didn't even have ANY immigration laws.
Marriage licenses did not start becoming required in some states until the 20th century, and it had NOTHING TO DO with genealogy.
Marriage licenses (and birth and death certificates) are the only reliable sources for public genealogy records
.
Before such records were kept in county courthouses; they were kept by the Collegiate Church present in the largest cities
.
For example, the oldest church in America; founded in 1628; was the Middle Collegiate Church in what is now called New York City. All the other churches in the city would send their records to the Middle Collegiate for coordination and safe keeping
.
As the population spread across the land; the collegiate church system couldn't keep up; so genealogy records fell to chaos until the government took over and built a county courthouse within one-day's horse-and-buggy ride from every home in America
.
So you are correct that a lot of records were lost to the ages until the Government gradually took over
.
I don't think you will find many churches nowadays that want the burden of keeping perpetual public records in their basements for a one-time fee of $35; then dealing out $467,562.00 benefit checks to legally married couples from other religions and to married atheist couples; gay or straight
http://www.nytimes.com/2009/10/03/your-money/...
.
Middle Collegiate Church would rise to the occasion because it is a traditional gay church; fair and balanced; but not all churches swing that way

You are a genius!
.
The same courthouse clerk that sells $35 marriage licenses can pick up a little extra cash by selling $35 immigration licenses
.
Immigration problem solved!

you're welcome

You can be a Catholic and a thinking, feeling person as well. I know that is hard for someone who has never had an original thought in his life.
I'll buy that when I see Cardinal Dolan invited to give a speech to Planned Parenthood.

I do not believe in immigration to the United States at any time, by any person, for any reason. There is no "RIGHT" for a foreigner to enter the U.S.

I sa NO to immigration.

Not me.
My brother-in-law was killed at the World Trade Center on September 11th, 2001. He was a New York City Fireman. His human remains were never found. He leaves a wife and 4 children.
Sorry to hear that. I tried, I only wish I could have done more.
