It would be a good idea to introduce all bills without attachments of any kind that do not have anything to with the body of the bill and those attachments that are germaine to the bill must be reviewed by a quorum before attachment. Any violation would render the member attempting to amend unable to introduce any bill for a period of six months.
This would cause greater study of most bills and shorten their time in committees. Anything that may have been attached may be introduced as a seperate bill at any time.
