Making them can get you in trouble without the proper Federal paperwork but there are many that have a Class 3 firearms permit to have such things. Some transfer on a $200 permit while others on a $5 permit is considered "Any Other Weapon" which covers some older items like Harrington & Richardson Handyguns or a Marble's Gamegetter. You can't own these items in all States but you can in many.

Now let's see what 18 USC 922 actually says

18 U.S.C.§ 922 : US Code - Section 922: Unlawful acts

(2) This subsection does not apply with respect to -
(A) a transfer to or by, or possession by or under the

that was lawfully possessed before the date this subsection takes

Imagine that.

Exactly and both of mine were new in the box when I bought and then had transferred to me 7-8 years ago. There's still new in the box machine guns out there if one looks hard enough. That was another law that served no purpose, the 1986 FOPA, if 20 years after it's passage there are still new machine guns in the box to be found that was a law that was looking to solve a problem that didn't exist. Even so, a person can't afford enough ammo in their lifetime to wear a machine gun out and even if they did, the worn parts are easily replaceable and still available to day. I bought a complete full size Uzi machine gun parts kit minus receiver for 150 bucks, the parts contained were like new, if I ever wear out a part on my full size Uzi I have a complete parts kit to chose from.
