The President’s Opening Bid on a Grand Bargain: Aim High

I hope the President starts negotiations over a “grand bargain” for deficit reduction by aiming high. After all, he won the election. And if the past four years has proven anything it’s that the White House should not begin with a compromise.

Assuming the goal is $4 trillion of deficit reduction over the next decade (that’s the consensus of the Simpson-Bowles commission, the Congressional Budget Office, and most independent analysts), here’s what the President should propose:
First, raise taxes on the rich – and by more than the highest marginal rate under Bill Clinton or even a 30 percent (so-called Buffett Rule) minimum rate on millionaires. Remember: America’s top earners are now wealthier than they’ve ever been, and they’re taking home a larger share of total income and wealth than top earners have received in over 80 years.

Why not go back sixty years when Americans earning over $1 million in today’s dollars paid 55.2 percent of it in income taxes, after taking all deductions and credits? If they were taxed at that rate now, they’d pay at least $80 billion more annually — which would reduce the budget deficit by about $1 trillion over the next decade. That’s a quarter of the $4 trillion in deficit reduction right there.

A 2% surtax on the wealth of the richest one-half of 1 percent would bring in another $750 billion over the decade. A one-half of 1 percent tax on financial transactions would bring in an additional $250 billion.

Add this up and we get $2 trillion over ten years — half of the deficit-reduction goal.
Raise the capital gains rate to match the rate on ordinary income and cap the mortgage interest deduction at $12,000 a year, and that’s another $1 trillion over ten years. So now we’re up to $3 trillion in additional revenue.

Eliminate special tax preferences for oil and gas, price supports for big agriculture, tax breaks and research subsidies for Big Pharma, unnecessary weapons systems for military contractors, and indirect subsidies to the biggest banks on Wall Street, and we’re nearly there.

End the Bush tax cuts on incomes between $250,000 and $1 million, and — bingo — we made it:$4 trillion over 10 years.

And we haven’t had to raise taxes on America’s beleaguered middle class, cut Social Security or Medicare and Medicaid, reduce spending on education or infrastructure, or cut programs for the poor.

Let's not pretend that only one side of the political aisle has played the amnesty game and let's not pretend that the current far right republican position is the only position the party has taken on this issue.
I'm opposed to a mass amnesty and to a pathway to citizenship for most of the people in this country illegally, but I'm also a realist and I understand that we are not going to deport more than 10 million people.
There is going to be some sort of legal status for many of the people who are currently in this country illegally.
That's just the way it is.
The question is, are you going to be part of working out a deal that everyone can live with or are you simply going to go on and on with this "enforce and deport" mantra and have no say in the final legislation at all?

enforce our laws. We have a responsibility to secure our borders. We take
this responsibility seriously.

Earlier this year, I addressed the nation from the Oval Office. I laid out
our strategy for immigration reform. Part of that strategy begins with
securing the border. Since I took office we have more than doubled funding
for border security -- from $4.6 billion in 2001 to $10.4 billion this year.
We've increased the number of Border Patrol agents from about 9,000 to more
than 12,000, and by the end of 2008, we will have doubled the number of
Border Patrol agents during my presidency.

We've deployed thousands of National Guard members to assist the Border
Patrol. We've upgraded technology at our borders. We've added
infrastructure, including new fencing and vehicle barriers. We're adding
thousands of new beds in our detention facilities so we can continue working
to end catch and release at our southern border. During the course of my
administration we have apprehended and sent home more 6 million people
entering our country illegally. And I thank the Border Patrol for their hard

America has a 9% unemployment rate, but the Department of Homeland Security, instead of hiring US citizens to assist in rounding up undocumented aliens and shipping them home, has chosen to authorize employing people who shouldn't be here in the first place.

The Department of Homeland Security, headed up Janet Napolitano and in cooperation with the White House, has chosen to reward illegals with paychecks that could otherwise be going to Americans who are unemployed.

According to Napolitano, DHS apparently sanctions and authorizes hiring foreigners who flout the law, citing "prosecutorial discretion" as the excuse.

Department of Homeland Security, granted expedited border processing for three years to a person who had "close family ties" to an individual on the
government's terrorist watch list, according to a report by the inspector general of DHS.

CBP also granted expedited border processing to five individuals with links to drug smuggling, according to the inspector general.

The drivers were deemed ineligible when it came time to renew their enrollment five years after being admitted into CBP's Free and Secure Trade
(FAST) program, according to the May audit conducted by the inspector general.

Homeland Security Orders a Reduction in Border Inspections

While Homeland Security Secretary Janet Napolitano touts the U.S. border as being more secure than ever, the Department is quietly ordering Customs and Border Protection (CBP) to scale back border inspections. In a news report out of Texas last week, current and former CBP agents are saying the
standard daily presence and routine checks normally conducted by CBP officers at transportation hubs are a thing of the past. According to the Associated Press, field offices nationwide began receiving secret orders to
scale back the inspections soon after Secretary Napolitano announced the administration would begin to grant administrative amnesty to illegal aliens in deportation proceedings.
