What serves North Carolina and Virginia best is an outlying landing field that best serves the Navy's mission to defend our nation. The defense of our nation knows no boundaries. If the decision on where to locate is based on economic benefits, the only fair thing to do is calculate how much benefit each state receives and let that determine how much of the field is located in each state. The idea of basing the decision on which state receives economic benefits is absurd
