Yes, this is backwards. Welcome to the Obamanation.
What was backwards in the first place, was allowing development in a flood zone.

Wasn't this the purpose of Prop. 84 bond money - to fix up Californian's levees?
Anyway it reminds me of the time the Chico City Council applied for a grant to loot the Prop. 84 bond money to play with in their "save the planet fantasy - sustainability efforts". Whatever that means.
I remember it well because I almost fell out of my chair when Andy Holcombe congratulated staff for "saving the taxpayers money". When Larry Wahl, supplying the only diversity on the council, pointed out that this was indeed taxpayer money he was ignored and the council went ahead and voted for more "looting" of the public treasury.
