trash on sidewalk

Why aren't managers or owners of multi-unit residential buildings held accountable for discards left on the sidewalk, gutter, strip, and overall in front of their buildings ????
Broken beds, TV sets, mattresses and furniture are everywhere in my Van Nuys neighborhood's walkways, there's no respect for the area. Heavy fines would awaken the responsible scofflaws.
This, graffiti and polifoam are the bane of the Valley. It is not seen in West L.A., so it must be the people . Get the cops on the street. Patrol. On foot or bicycle. PATROL and NAB . But please, clean up the garbage .
