“Race-baiting is nothing new,” said Karen Kedrowski, chairwoman of Winthrop University’s political science department.“Poverty and welfare and crime, since the 1970s, have been code for black.”

What about poor whites? There is a bunch of people who poor and who draw public assistance that are white.

This more of a remark of class warfare designed to rich to stay filthy rich and the poor remain poorer.
