The Lumbee Have Self-Identified As Four Different Tribes
This uncertain genealogical background illuminates the remarkable
story of Lumbee efforts to attain federal acknowledgement as four
different Indian tribes, including the ``Cherokee Indians of Robeson
and Adjoining Counties.''
The Lumbee group seeking Congress's acknowledgment today has been
before the Congress on numerous occasions in the past, beginning in
1899. The tribal identity of the Lumbees, who have over the course of
history self-identified themselves as four different tribes before
Congress``Croatan,Cherokee, Siouan, and now Cheraw-is highly in question. These appellations do not correlate with each other.
Heinegg, whose work has been recognized by The American
Society of Genealogists, concludes that the Lumbee are an invented
North Carolina Indian tribe, and that many of the
persons who first self-identified as Indian in Robeson County,North
Carolina,are not of Indian ancestry.

THE MULATTO CAPITAL,Robeson County
Origin of the Free Negro Settlement
Lumberton,N.C.Feb.26,1872,NEW YORK TIMES.
"The country was settled first by Scotch Highlanders before the Revolution,These Scotch SLAVEHOLDERS were hard masters. Here also were the Scuffletown(PEMBRONE nc) Mulattoes-imposed upon for many generations by master and slave,Scuffletown(Pembroke,NC) ,got its name from the long scuffle of the whites and the Negro slaves and make freedom under the condition of color, contemptible among the mulattoes.I conceive that these NEGROES have been the slaves of Tories driven from the State at the close of the Revolution, and of the emancipated slaves of the Quakers, that they increased and multiplied by accessions from runaways,by the birth rate of force exerted on them an by the necessity of union or the sympathy of all neighboring free negroes with a"HOMOGENOUS NEGRO SETTLEMENT"(PEMBROKE, NC)
New York Times 1872,a CLEAR description of the Lumbee Capitol not as Indian nation but Negro!

Mr. Akaka, from the Committee on Indian Affairs,
submitted the following R E P O R T
Although the Lumbee have so far failed to gain
Federal recognition, the State of North Carolina has recognized
the group as an Indian tribe, under various names. The Lumbees have been unable to trace their lineage back to
any tribal group that had a treaty relationship with the United
States. When Congress previously considered bills to recognize the
the Department of the Interior consistently requested
that any designation of the group NOT be construed as
conferring a Federal wardship, recognition or any other governmental rights
or benefits upon the Lumbee.Such was the case in 1956 with the Lumbee Act.
