Those who's benefits have run out and those who took far less paying jobs are no counted.
In all my years of being an hourly worker and a salaried manager I have never been asked nor have any of my employees "Are you underemployed or do you want full time work?" Just how does the gov't come up with this figure.
I think most would say yes to both questions no matter what.
