Debts to Chicago by its workers balloon
When Mayor Rahm Emanuel put together his first budget in 2011, he sent a not-so-subtle message to city workers who owed City Hall for parking tickets, water bills and other fees and fines: Pay up or you could be suspended or fired.

awww come on man
these are democrat city union morons the rules laws etc don't apply to them.
They will have some over paid union moron manager appeal the tickets and get them dismissed on some silly work to rule law.
No one in city hall has to obey the rules that apply to every one else which is why Chicago is in such a fiscal mess.
